v1.0: rename to uswds-jekyll

This release renames the github repo and the gem name from jekyll-uswds to uswds-jekyll. See #18 for more info and upgrade steps. We've preserved the jekyll-uswds.gemspec for backwards compatibility, and GitHub redirects for the old git URL should ensure that old pointers will still work, but will display a git warning that the remote URL has changed.

Now with better meta

This release adds encoding (UTF-8), viewport, and X-UA-Compatible meta tags in _includes/meta.html.
