Update timestamp on model settings when you update federation

There's a workaround in 3drepo.io that is incorrect... it's adding timestamp at the point of creating a correlationID due to bouncer not creating one for federations.

In fact we shoudl revisit whether we really need this timestamp, why we aren't pulling the latest of history and get that data.
