implement 'parent_metadata' and 'parent_feedback' parameters in server so that information from server (e.g. OGC SOS) and item (e.g. sensor) are combined.

The implementation already contains transformers for both SensorML and SOS, and can create labels for SOS capabilities alone, so basically the metadata and parent metadata will have to be run one after the other with the same label and everything should work...
