Additional config location providers #14

The https://github.com/52North/iceland/blob/develop/src/main/java/org/n52/iceland/service/ConfigLocationProvider.java allows to support different ways of configuring where the configuration file or database is saved. Potentially useful alternatives to the currently implemented Servlet path:

home dir config provider
full path config provider

I am not sure how a user could choose between though.
