Tooltip is not shown when flot directive is embedded in a modal

Tooltip is not shown when we embed the flot directive into a modal
e,g. (http://getbootstrap.com/javascript/#modals).

This might be because tooltip is bound to body DOM-element and not to flot directive DOM-element.
