Intentionally review and resolve todo items

Describe the feature

There's a fair amount of hate about having "todo" items in the codebase, and there's something to be said for it.

And, I'm not sure I agree with the haters. If I can get it done, I'll often just do it.

But a lot of times it's more about something I see that might be a thing later and I just want to remind myself: Hey, if this starts happening in a bunch of places, do this. Instead of trying to remember the thing I was thinking at the time.

Why is this feature necessary?

Good practice and they're piling up a little bit.
