RESTful API for querying AIS data.

It is a request from DFO (before Matt leaves). Matt developed a very simple RESTful API server, which should be implemented.

@gabrielspadon I'm not sure if we still have collaborations with DFO, and whether we should improve and develop the RESTful API server for them.
