Windhawk utility has an ever growing collection of small community driven mods for Windows appearance.
In the "farewell" note in README it is mentioned that you would like to reimplement TranslucentFlyouts as a "lighter and more stable project". Maybe then makes sense to consider implementing it as a mod for Windhawk?
I believe that it will fit there really well in some "lightweight" form, for example patching only Explorer context menus — which, I guess, will patch context menus for system tray icons and "enhanced" context menu for desktop and files in Explorer window? For me that would have been more than enough.
