EIGEN_DEFAULT_L?_CACHE_SIZE are not set if build tensorflow with oneDNN.
But eigen gebp kernel can still be called even if oneDNN is enabled. E.g., start tensorflow with TF_ENABLE_ONEDNN_OPTS=0.
