We should add statically linked Linux Arm builds to releases, for both NEON and SVE.

Our main challenge will be getting a new enough compiler to support SVE. Clang has only just started including the neon_sve_bridge.h in the package for Clang 20 (?) - which I suspect is to new to be available in the GitHub runner docker images.
