App退到后台后被系统迅速挂起，不处理onRemoteInvitationReceivedByPeer回调方法，无法知晓远端来电

To Reproduce
Steps to reproduce the behavior:

[B在前台] A -拨号-> B B正常收到通话邀请
[B在后台] A -拨号-> B B端onRemoteInvitationReceivedByPeer方法无回调

Expected behavior
[B在后台] A -拨号-> B B端onRemoteInvitationReceivedByPeer正常回调
