[Bug]: Resolver hangs forever in the "Attempt to resolve issue" step #6172

Is there an existing issue for the same bug?

Describe the bug and reproduction steps

Sometimes the Resolver will get stuck in the "Attemp to resolve" issue step for hours. What will happen is that it reaches reasonable GLOBAL STEP and then appears to stop runnning.

Below is a screenshot of the Resolver stuck on the "Attempt to resolve issue" step for approximately 6 hours before the job was manually canceled.

According to the logs, it appears to have halted after about 20 minutes of execution.

This is now happening 100% of the time on our public repo https://github.com/BluMintInc/eslint-custom-rules/.
