Setting to boot in windowed mode does not apply

I found I was able on the windows desktop version to get it to start in windowed mode by adding the following to the shortcut:
"--resolution 1280 720"
But I want to start ES DE via the main exe in my setup so I tried adding the same code to the bottom of the es_settings.xml file located in es-de/es-de/settings and it did nothing. Is there any way to make this something the settings file can check?
