Changelog

• Switch to Babe/Grandpa PoA managed consensus.
• Enable session-manager module (service module for PoA validator management).
• Enable operator module (part of Plasm architecture).
• Upgrade to latest substrate: new runtime API, lots of renames, new futures, drop openssl deps, etc.
• Code cleanup & refactoring: drop unused dependencies, tests, imports.
• Enable testing everything by default in CI.
• Added custom types description file.
• Added systemd unit file.
