Serach for executables in composer-bin

You have nice options which automatically serach for bin file phpcs in directory vendor/bin.
But my composer.json file has this entry:

"config": {
    "bin-dir": "bin"
}

and it would by nice to that the plugin first read composer.json file to determinate where composer-bin directory is and after is looking for phpcs
