Quick summary

I believe this is a similar issue to this one from the past:

#57390

Only this time it appears to affect all browser

Steps to reproduce

  1. Activate a block theme like 2024
  2. In the Site editor wrap the existing content into a Cover block(or group it and then change it to Cover)
  3. Add a background image and set it to "Fixed"
  4. Check the results

What you expected to happen

To have the image less zoomed in and more suitable for mobile screens.

Also, the fixed background image effect doesn't work.

What actually happened

On mobile, the image is very zoomed in and pixelated. Weirdly, if you check this in the browser inspector, the image is ok, but on mobile, it displayed very zoomed in. Also, the fixed background image should remain.

Some (< 50%)

No but the platform is still usable

8740825-zd-a8c - the user also confirmed it used to work, but it recently changed, yet I couldn't use GB 15.3 that fixed the Safari specific issue as that doesn't work anymore.
