Adding a Default Exector

Feature description 💡

It would be nice to be able to assign an executor at the organization level. That way new workspaces in an organization can be assigned an executor tailored for that organization (I am thinking allowing different namespaces have a dedicated executor, and the executor pod with a service account with permissions to other areas via role binding)

Currently, the default executor is assigned by default.
