Minimal steps to reproduce

create a blockchain workbench. open app the app page. upload the simplemarketplace.json and .sol files.
add the same owner as per Owner and Buyer
create a new contract with any description and price equal to 1.
Take action and make an offer of 1.
the following error shows up:
The action failed. Please check your input or code and try again. Your administrator can use RequestId to look up details in Application Insights

Any log messages given by the failure

Error while estimating gas. Exception gas required exceeds allowance (700000000) or always failing transaction

Expected/desired behavior

the state changes to offer made

OS and Version?

Windows 7, 8 or 10. Linux (which distribution). macOS (Yosemite? El Capitan? Sierra?). not applicable

Versions

Mention any other details that might be useful

as a sample it should works as expected. if there is any extra setting or change to be done to make it work, it should be written in the doc
