Adding an apostrophe to the tags on content removes the ability to Edit Metadata. #832

If a user saves a tag with an apostrophe in it, the "Edit Metadata" menu will not populate and prevent saving or editing.

Fix this bug by enabling apostrophes (') to be used in tags.
