Privaxy Windows (single exe file) installs on localhost 127.0.0.1 - how to change to external interface to intercept network traffic?

I'm really struggling with this, as I have not found any other files to download, and runing the .exe is not accompanied by any installation. I tried the MACOS version, seems easy enough to change it there, but I have a windows machine that can be available 24/7 as a server. Please advise on how to configure to listen on external interface. Note - I've seen this question asked before - for windows no response was provided, for linux, not relevant..:( Thanks

I updated this on the "discussion" page where I noticed questions were being answered, and also have gotten things to work locally on windows, but unable to connect other devices although I did "proxy" localhost listening to lan interface as explained there. Sorry for the double entry
