Files do not download

What steps will reproduce the problem?
1. If logged in under user, files do not download
2. if logged in as admin and view as user, files do download
3.

What is the expected output? What do you see instead?
When clicked on the download button, the main page (admin template) loads. 
However it does not load fully, it only loads the top logo and menu.


What version of the product are you using? On what operating system?

Please provide any additional information below.

This only happens to certain (perhaps newer uploads). This uploads are from the 
admin, to the user. We have disabled user upload.

The half page that loads has this link: 
process.php?do=download&client=kimnewman&client_id=69&id=26558

We do have a large db of files. This might be a performance issue. This user 
alone has 11503 files.

Most of them had a expiry date on them so are not visible on his end.

I have this problem with large files... max file size 1GB
