jwt-tool tries to create '.pem' in installation directory (so I'd always have to run it as root, I believe)

Hi,

I tested jwt-tool with a JWT, which failed because it tries to write 'jwttool_custom_private_RSA.pem' to its installation directory:

No config file yet created.
Running config setup.
Traceback (most recent call last):

PermissionError: [Errno 13] Permission denied: 'jwttool_custom_private_RSA.pem'

Of course, I could run the command as root, but wouldn't that mean, I'd have to run jwt-tool always as root?

I'm not completely sure, but this seems broken to me.

Is this a bug, or something that is expected?
