We may want to consider, during the SCSS restructuring, removing Compass as the CSS authoring framework as support for Compass has been ended, as stated on Compass's GitHub Page: "Depreciated: Compass is no longer supported."

If we would like to continue using a SCSS framework, it seems that the recommended replacement is Bourbon (GitHub) which (according to Bourbon's README) "is part of a larger, modular family of Sass utilities" which include Neat (GitHub), Bitters (GitHub), and Refills (GitHub).
