Description

A key combination like Ctrl Alt Super doesn't have any non-modifier keys, and CapsLock, commonly used for layout switching, doesn't have any modifier keys. That makes it impossible to bind any action to those.

That also makes it impossible to bind language switching to Alt Shift, even though it's the default.

Budgie version

10.9.2

Operating System

Arch Linux

Steps to reproduce the issue

  1. Settings > Keyboard > Key combinations
  2. Select an action
  3. Try to bind it to Ctrl Alt Super

Actual result

The prompt doesn't disappear. The keys are not registered.

Expected result

The keys should be registered and bound to that action.

Additional information

Cinnamon has no problem with such bindings.
