A key combination like CtrlAltSuper doesn't have any non-modifier keys, and CapsLock, commonly used for layout switching, doesn't have any modifier keys. That makes it impossible to bind any action to those.
That also makes it impossible to bind language switching to AltShift, even though it's the default.
