LDAP integration sounds nice, but we are already using a self-hosted keyserver, so it might be a good idea to fetch user keys just from there if exists. This might involve:
a field to define the keyserver in plugin settings
a some type of "Import from keyserver" button in the /pgp page for the user

I'll have that in mind. In the end, user interaction would not be neccessary at all, if the admin thinks, that automatic searching for (and possibly updating of) the keys is ok, so I propose the fields:
autofetch keys (checkbox)
keyserver (string, csv, default list: e.g. same as in thunderbird-enigmail)
Manual definition on user side has still to be possible, as some users might want to use another (possibly not uploaded) key, i.e. autofetch only, if the user has no key.
