Allow subject and evidence rows to be reordered by dragging

When one adds a new subject or evidence row, it is appended to the end of its section. However, for coherent presentation on the Dashboard, it is often desirable to use certain order, e.g. the reference should be the last entry under evidence, and one may want to keep all entries of a certain type together.

Can we add ability to reorder rows, e.g. by dragging them in the interface, or by any other feasible method?
