Group all eCRs with the same setID into one collapsible row in the eCR library.
For now, these grouped eCRs should obey any filtering applied (i.e., if last 24h is applied, only show eCRs from the last 24h, even if there are others within the set.)
Why it needs to be done
Users will be able to see all eCRs from a single encounter in one place, reducing clutter and making the library easier to navigate.
Acceptance Criteria
eCRs with the same set ID are grouped into one collapsible row with the most recent eCR (highest version number) at the top level.
Child records within the collapsible row are ordered by version number descending
Clicking the patient name in the child record takes you to the correct eCR
A group of eCRs representing one encounter only counts as 1 eCR for pagination purposes
