"Browse data standards" does not provide data standards

Describe the bug
When a DMP template uses Answer format = RDA Metadata Standards. Users do not see any standards listed and there is no apparent way to browse the standards.

To Reproduce
Steps to reproduce the behavior:

1. Create a template that uses Answer format = RDA Metadata Standards
2. Use that template to create a DMP
3. Select discipline
4. Try to select or browse standards
5. See error

Expected behavior
For subjects that have standards listed in in the RDA Catalog, see a browse-able list of standards e.g.
Climatology

Accessed site using firefox and google chrome. Checked the inspector and it looks like CORS issue:
