version 0.3 - release 1

The main features of this release are:

• notifications
• actions
• server configuration (more information in the configuration directory README.md with some examples)
  • requires keystored - sysrepo-plugind plugin
• threading - support for any number of threads
• option to display only some categories of debug messages to reduce clutter
• edit-config fixes
• general bugfixes

This release depends on libyang (v0.12-r2), libnetconf2 (v0.8-r1) and sysrepo (v0.6.0)
