Add SSOs to the Client Counts report in Rme

A user would like to see their SSO in the Client Counts report, but that report only includes Project Types 1:4, 8:9, and 12:14 because it pulls from the validation data frame (defined in 02_QPR_EEs.R). I'm worried if I just add 6 to that list, that SSOs will start showing where they should not be showing.

Eventually it would be good to include all Project Types in the validation data frame and filter it everywhere that df is used.

Putting it off for now since it's kind of a heavy lift compared to the importance of it, but this is something that would improve Rme usability.
