I was unable to reproduce in the iOS iPhone simulator or MacOS Safari. Can you provide further details on your phone model and safari version?

I checked the settings on my phone and I had it set so safari could not access my location. After changing that setting and testing the search by location function, it has no problems as long as location settings are enabled.
