Switching over to using Google cloud scheduler to manually trigger workflow dispatches

Google Cloud Scheduler is only a short term solution, we have free trial for only 1 month, need to look for other alternatives

https://www.airplane.dev/ This service does has a way to schedule jobs, but will have to have a closer look at it
