How to increase step count in BOTW?

While aiming with a bow, it's impossible to target a strip of a few pixels while only moving the mouse. For example, if I wanted to aim my by only 3 degrees to the right it won't work because the minimum rotation is 10 degrees. I have messed around with the settings but can't find anything that works.
