Add Automatic GitHub Release Upload for Warehouse Store Repository

Description

The current manual uploads for Collections repository (Warehouse Store) is very unforgiving and forgetful. It needs to be automated at the end of Release Job probably using GitHub API directly.

Expected Behavior

All release artifacts are uploaded automatically to Collections repository and leave only manual upload for direct repository's release section.

Current Behavior

artifacts must be manually uploaded to both Collections repository and direct repository's release section,
