Ability to selectively relax postal code validation #44

For countries such as IE (with no postal code system, or not popular one), it would be nice if we could selectively relax validation.

Also there are cases for different levels of how strict the validation is. (e.g. should the numeric postal codes be padded left with 0 or not)
