Board members are supposed to do their work in the public. Often, they collaborate on writing documents that get published; however, the collaboration is done in secret.
It would be nice if OnBoard could host the documents that board members work on during their meetings. These working documents could be associated with multiple meetings as they would work on them over long periods of time.

I don't think board members want to be downloading, editing, and uploading the files all the time. These should probably be hosted in some cloud drive system. Something like Google Drive, where the board members have edit permissions and the public can view them anytime.
It could be the OnBoard portion would be providing a display into a Google Drive folder.
