Is your feature request related to a problem? Please describe.

The City of Detroit manages websites for multiple customers, each with their own branding, colors, etc.

The design system is currently configured to use the City of Detroit style guide specifically.

Describe the solution you'd like

Build more primitives for customizing the design system to meet specific customer needs. Specifically, consider:
