pyopenktalk安装报错

安装pyopenjtalk时，会报出FileNotFoundError错误，从github上直接下载后安装也依旧如此，有什么解决办法吗？

python版本多少？最好降低一点，测试下来3.7应该是比较合适的，能兼顾tensorflow1.X和pytorch
