VCI v4 infrastructure assessment and recommendations

To better support the upcoming VCI v4 we will perform an assessment of some of our current infrastructure tools/approaches and to develop recommendations for how to best move forward with developing the V4 platform.

Specifically discussed items to assess and make a recommendation about:

1. Should we continue using DynamoDB, or a different database? If a different one which one may best meet our needs?
2. Should we continue to use create-react-app? If not, what should we replace it with (Vite was discussed)
3. How can we best support and integrate the upcoming v4 platform with the type of microservice environment ClinGen is generally moving towards?
