The title pretty much says it all. The cloudsim website http://www.cloudbus.org/cloudsim/ states:

Explicitly mention code being licensed as GPL.
Apache2 and GPL are very different licenses, with Apache2 being permissive and GPL being copyleft, which greatly affects how Cloudsim can be used in varying environments.
To the maintainers of cloudsim, please clarify the licensing state of cloudsim, and, ideally, ensure consistency in the source files (e.g. if cloudsim is supposed to be Apache2, remove references to GPL from the source code, or vice versa).
