Issue when encountering empty folders

When the audit encounters an empty folder, it raises the NotImplementedError: BIDS folders without sessions not implemented (which is also the wrong way to say this? cause this should be raised when bids folders without sessions are implemented?). I think there should be a better work around for empty folders.
