Mouseover macro weird interaction

whenever i press a mouseover macro like: #showtooltip
/cast [nomod,@mouseOver] Holy Light, it selects and deselects the last target i had over and over if i spam it. also when i buff people with a blessing while i have them targeted, it buffs them and then untargets them. This happens when i manually target player characters, not during actual mouseover on raid frames.
