Multiple user accounts in admin

Not a major issue, just something I've noticed - minor variations in capitalisation appears to create new accounts for users. eg. peter.keeling and Peter.keeling creates two accounts, though the email address is effectively identical. (see eg. westlancs)

This isn't a problem now, but it might become one in the future.
