Elections created without individual ballots are a bit broken #2047

In 2023 we made the following without ballots:

East Hertfordshire
Fenland
Mole Valley
Slough
Derby
Southampton

When selected from https://whocanivotefor.co.uk/elections/ they do not show any ballots: https://whocanivotefor.co.uk/elections/local.southampton.2023-05-04/southampton-local-election/

The ballots do exist, but link back to the empty parent ID: https://whocanivotefor.co.uk/elections/local.southampton.coxford.2023-05-04/coxford/

This presumably effects all other elections created in the same circumstances.
