Since 90 degree bends (Manhattan routing) are generated frequently, the WaveguideTemplate class should create a single 90 degree bend cell which will be instantiated multiple times by the Waveguide routing function. This is contrast to generating a new 90degree cell each time one is to be placed.

Also, it would be good to include an option to use Euler bends to decrease mode conversion loss from straight<->bend sections
