Requires the functionality of DiamondLightSource/tickit#90

Implements motor jogging logic to the PMAC device. Adds:

  • Jog commands HM, J^, J=, J+, J-
  • Device logic for motor movement
  • Device logic for axis status

Note: this PR is the first time that any meaningful simulation logic has been added to the device.
