--qos=debug doesn't work on Chicoma-CPU because of missing reservation #183

Chicoma-CPU has --qos=standard or --qos=debug --reservation=debug. We either need to remove debug from the list of qos config options or we need to figure out how to handle qos and reservation together.

@xylar, try getting rid of qos altogether and use --partition=debug --reservation=debug. This works for me.

The issue is that Polaris doesn't support the --reservation flag yet at all. But you're right, the issue is also that it's --partition=debug --reservation=debug and nothing with qos. So a lot to fix!
