Make header text on act.eff.org clickable #812

On act.eff.org clicking the images or the longer text works, but clicking the "header" text does not. As an example: clicking "Protect our Speech and Security Online: Reject the Graham-Blumenthal Proposal" doesn't do anything, even though hovering over the text does indicate that it's a link.
