ComponentLanguage ought to be a simple enumeration or text attribute rather than a relationship. (A standard property relationship that points to something w/ a single "name" attribute is silly and tedious in the Questionnaire)

This will break backwards-compatibility. It should still be done, but more thought is needed so it is being removed from the v1.10.0 milestone.
