Rename chenglou92/rescript-vscode to rescript-lang/rescript-vscode?

I'm not sure what the policy for renaming an id is, but the rescript-vscode extension has been moved to the rescript-lang GitHub account so the current name may be confusing:

The authors are currently not interested in publishing the extension open Open VSX themselves: rescript-lang/rescript-vscode#226
